On a split 4-3 vote, the Vincennes City Council approved a resolution opposing Indiana Senate Bill 1. The bill would provide further property tax caps, but it could happen at the expense of various municipal and other government-funded groups across Indiana. It is a bill that Vincennes Mayor Joe Yochum believes, as it now stands, would cost the City a large chunk of their yearly funding,
The four votes for the ordinance came from Richard Ashby, Regina Blinn, Marc McNeece, and Ed Gornall. Council president Brian Grove, John Stangle, and Ryan Lough voted against the measure. Grove’s argument, in part, is that Council is overstepping its authority.
The last time municipalities lost funding was with the passage of property tax caps in late 2010/ The move became a amendment to the State Constitution following a referendum. After that was put in place, many municipal areas, including Vincennes, were forced to make various cuts to their budgets—including personnel cuts.
